Author, Tony Spina, noted during the 1958 conclave, “Swarms of starlings darkened the sky over the Sistine Chapel on the final day of the conclave.” The unusual and puzzling events associated with this pivotal papal election, when taken cumulatively with other events, manifest a struggle to control the world’s most powerful spiritual office.

When a pope is elected, he is formally asked if he accepts the decision. “Do you accept your election, canonically make, as Supreme Pontiff?” If he accepts, he simply answers “Accepto,” “I do accept it.” At that moment he becomes pope.
If he refuses, the election continues and balloting resumes. Cardinal Roncalli was so sure of being elected, that on October 28, 1958, when Cardinal Tisserant asked if he would accept the papal office, he pulled out “a well-prepared speech from his pocket. He was ready.” He then took the name John XXIII.

THE CARDINAL SIRI CONTROVERSY
One explanation of the white / black smoke and irregularities of the 1958 papal election may have been due to Cardinal Siri being elected on an early ballot. If this was the case, he must have refused the office; otherwise the conclave would not have continued.

Although stories have circulated that he and his family and / or Catholics in Communist countries were threatened if he accepted the papacy, once he refuses the papal office, he is not the pope. In addition, Siri made no public statement proclaiming that he was pope.

Siri took part in the papal conclaves of 1958, 1963 and two in 1978. On November 1, 1958, Cardinal Siri gave public obeisance to John XXIII saying, “I have called you together to thank God for the election of our Holy Father, John XXIII.” He acknowledged Paul VI, John Paul I and John Paul II as popes. Cardinal Siri signed the Documents of Vatican II as Guiseppe Cardinal Siri. Additionally, he never said he was pope and he never wore papal attire. Siri certainly was not a
traditionalist as claimed by his followers. He offered the New Mass and confected the New Sacraments. Since Siri was never pope, he could not make cardinals.
